The State of Colorado and the Department of Regulatory Agencies (DORA) are committed to providing equitable access to our services to all Coloradans. DORA adheres to equal opportunity standards, accessibility laws, and other guidelines. We are actively working to increase the accessibility and usability of our websites and all digital content. Our ongoing accessibility effort works towards being in line with the Web Content Accessibility Guidelines (WCAG) version 2.1, levels A and AA criteria. These guidelines not only help make web content accessible to people with sensory, cognitive, and mobility disabilities, but ultimately to all people, regardless of ability.

Progress Report

DORA is committed to providing equitable access to all Coloradans. To that end, DORA has a plan to prioritize, evaluate, remediate and continuously improve digital touchpoints within our services, programs and activities. We are incorporating accessibility into our day-to-day work. 

Below, you’ll find some of the measures that DORA is undertaking.

  • Define an accessibility roadmap including timeline, goals, roles, responsibilities and policies as needed. 
  • Ongoing efforts to ensure accessibility in our procurement processes. 
  • Improve our plan for providing reasonable accommodations and modifications, which includes preparing our staff to respond to requests for assistance. 
  • Provide additional forms of contact for people to give us accessibility feedback and request reasonable accommodations or modifications. 
  • Train current and future employees on providing accessible services and technology.
  • Incorporate accessibility requirements in the design, development, user experience and quality assurance of the technology we develop.
  • Prioritize, test and address accessibility issues within our inventory of technology.


We prioritize the order to address technology assets by community impact and strategic impact. Community impact includes considerations of user impact, usage metrics, and the importance of the technology asset to accessing our programs, services, and activities. Strategic impact includes considerations of legal requirements, the type of program or service that the technology asset supports, and our plans for continuing / sunsetting / replacing / expanding the technology asset or the program in the future.

Progress

Effective June 30, 2025; DORA will update its progress towards digital accessibility on an annual basis. Over the last year and a half, DORA has:

  • Hired staff experienced in digital accessibility.
  • Created and implemented tracking mechanisms to monitor department wide progress towards digital accessibility.
  • Conducted a thorough review of all digital technology, including documents.
  • Provided ongoing staff training on how to implement digital accessibility into day-to-day operations.
  • Set and monitored milestones for progress towards achieving digital accessibility.

Applications

DORA is working with The Governors Office of Information Technology (OIT) who currently manages all DORA applications, (internal and third party). OIT is prioritizing DORA’s accessibility testing and remediation needs along with all other state agency applications they manage. Contact DORA’s ADA Coordinator if you encounter any issues accessing content and we will do our best to provide a reasonable accommodation.
